It was explained that these are two separate programs. •:1111Z As part of the Annexation negotiations for putting in water lines, the $500 assessment for the Town of Juno Beach was waived if the lines were put in before the annexation became effective. The lines were not completed before the annexation occurred and the $500 assessment is in question. P&Z Director Kenney suggested that the town staff is recommending that the fee be waived if the residents hooked up into the water system before December 31, 1995 and that it apply only to property owners that owned prior to January 1, 1995. Council member Burns stated that we did not tell the kresidents there would be a time limit for waiving the hookup fee and feels it is unfair to charge them because the construction was not completed by no fault of theirs. He stated that before voting on this the staff should send letters to the property owners. Property owners Robert Blomquist stated that he thought the letters were a good idea. Vi Walters stated that there was FEMA funds available for the erosion problem which needed to be approved by the council. Nancy Anes, Juno By the Sea, thanked Charlie, Gail and Frank for coming to the meeting this morning. Carol Gibbons, Venus Drive, stated that the residents should be careful about going to other agencies and them passing the buck.
